Application Requirements

1. Definite field of R&D, fixed premises and essential equipments and other conditions for scientific research. The minimum investment for R&D is 2,000,000 US Dollars
2. The R&D center must have professional managerial and R&D staff, at least 80% of the total working population in the center have to possess bachelor degree or further qualifications, and who have to be working in the process of R&D directly

Application Procedure

1. Pre-approval of WOFE Name

• Examination and Approval Department: Administration of Industry and Commerce

2. Application for Setting-up of WOFE

• Examination and Approval Department: Municipal bureau of commerce
• Time Limit: No commitment time
• Required Documents:
  • The field and direction of R&D, major tasks and plans
  • Conditions of premises, staff and other related things
  • The source of funds for R&D, their values and purposes and forecasted financial reports
  • List of imported equipments and supporting techniques and fittings, spare parts, research samples and chemicals financed by the investment or self-funded
  • Instruction of the advanced nature of R&D and its attribution
  • Other documents required by the Municipal Bureau of Commerce

• Examination and Approval Department: State Bureau of Technical Supervision (The Administration Center of Organization Code)

4. Industry and Commerce WOFE Registration

• Examination and Approval Department: Administration of Industry and Commerce

8. Tax Registration

• Examination and Approval Department: Municipal Local Taxation Bureau

9. Registration of Administration of Foreign Exchange

• Examination and Approval Department: Beijing Center of Foreign Exchange Control

10. Opening Bank Account
