Application Requirements

1. Investors should have good reputation, and no business operation against law in 5 consecutive years before the time of application.
2. Foreign investors must have at least 3 years experience in foreign-invested direct-selling outside China.
3. There must be minimum registered capital of 80,000,000RMB
4. Have paid sufficient deposits in designated banks
5. Establishment of information record and information exposure system

Application Procedure

1. Pre-approval of WOFE Name

• Examination and Approval Department: Administration of Industry and Commerce

2. Application for Setting-up of WOFE

• Examination and Approval Department: Municipal Bureau of Commerce
• Required Documents:
  • Documents and certificates to show the enterprise is capable of doing direct-selling
  • Marketing plans reports, and service network plans in direct-selling area authorized by
  • At least a local people´s government at county level
  • Instruction of the products according to the national standards
  • Samples of sales promotion contracts to be singed with salesperson
  • Credit certificates issued by accounting firms
  • Agreements between enterprises and banks in using deposits according to law
  • Any other requirements by the Bureau of Commerce

3. Process of Proposed Agency Code

• Examination and Approval Department: State Bureau of Technical Supervision (The Administration Center of Organization Code)

4. Industry and Commerce WOFE Registration

• Examination and Approval Department: Administration of Industry and Commerce

5. Record at the Public Security Bureau

• Examination and Approval Department: Municipal Public Security Bureau (the Administration Center of Embarkation and Disembarkation)

6. Enterprise Chop Engrave

• Examination and Approval Department: Engraving of organization chop proposed by police station

7. Application for Code of Enterprise

8. Tax Registration

10. Opening Bank Account
