Application Requirements
1. Foreign investor should independently bear civil liabilities, has capacity of books, newspapers, periodicals distribution business, no illegal records within the last three years
2. Legal representative or general manager should have issue members professional qualification certificate of the publications more than mid-level, issued professional should have issue members professional qualification certificate of the publications more than primary-leve
3. The permanent place of business compatible with the wholesale business, the business area is no less than 50 square meters, business area setting up independently is no less than 500 square meters
4. Registered capital is no less than 30 million RMB

Application Procedure
1. Pre-approval of the name for the WOFE
- Examination and Approval Department: Administration of Industry and Commerce
2. Special Setting-up Approval by the Press and Publish Administration
- Examination and Approval Department: The Provincial Press and Publication Administration
