Application Requirements
1. Having actual registered office address
2. Form allowed : joint venture, WFOE is not allowed
3. Chinese partners should design unit holding A, B certificates of design engineering of People's Republic of China.
4. Foreign partners should be registered designs organization or registered architects and registered engineers with better social reputation in the host country or region and with strongly competing ability in the international design market
5. Minimum registered capital: 200,000 $
6. Foreign investors and foreign service providers should be enterprises or registered architects and registered engineers engaged in the construction engineering design in their respective countries
7. Total registered capital of Chinese partners in Sino-foreign joint venture construction engineering design enterprises and Chinese-foreign cooperative ventures in construction engineering design enterprises shall be no less than 25%.

Applying for the qualification on building construction engineering design should comply with the qualification grade standard of construction engineering design enterprises .

Foreign-invested construction engineering design enterprises, applying for the qualification on building construction engineering design, the quorum of foreign service providers with Chinese registered architect, registered engineers qualification should be no less than 1/4 of the total quorum of registered practitioners regulated by qualification grade standard; the quorum of foreign service providers with relevant foreign professional design experiences should be no less than 1/4 of technical backbone total quorum regulated by qualification grade standard.
10. Sino-foreign joint ventures, Chinese-foreign cooperative ventures in construction engineering design enterprises, applying for building construction engineering design engineering qualification, the quorum of foreign service providers with Chinese registered architect, registered engineers qualification should be no less than 1/8 of the total quorum of registered practitioners regulated by qualification grade standard; the quorum of foreign service providers with relevant foreign professional design experiences should be no less than 1/8 of technical backbone total quorum regulated by qualification grade standard.
11. Foreign-invested construction engineering design enterprises, annual per person accumulative living time in China of registered architects, engineers and technical backbone should be no less than six months.
